"...the draft Federal Law on FY Federal Budget does not meet the requirements of the Federal Law on Ratification of the SORT Treaty because it does not provide for priority financing of strategic nuclear forces," Pyotr Romashkin believes.

Center's Publication: Non-Strategic Nuclear Weapons. Problems of Control and Reduction, (by Anatoli Diakov, Eugene Miasnikov and Timur Kadyshev, October, 2003) -- now available in English

The report analyzes place and role of Non-Strategic Nuclear Weapons (NSNW) in the Russia's, US and NATO nuclear doctrines, presents assessments of their NSNW arsenals, studies approaches towards problems of control and reductions of NWNS studied, suggests possible approaches to solution of these problems.
The publication includes Foreword by Dr. Alexei Arbatov, Introduction, five Chapters and Conclusions.
The report is addressed to a broad audience - political scientists, military, technical and arms control experts, diplomats and general public, interested in problems of international security.

About This Site

The purpose of the StAR Site project is to monitor and facilitate discussions on problems of nuclear reductions in public media, keep up-to-date information on new releases of other arms control organizations.
The issues discussed include strategic stability, ballistic missile defenses development plans, possible steps for further reductions of U.S. and Russian strategic arsenals, future of Russian strategic forces and role for Russian nuclear weapons. We specifically focus on the problems, which exist because of differing approaches of the U.S. and Russia. Our goal is to provide timely and comprehensive coverage of these problems and to help Russian audience to learn the views expressed in the United States and other countries, and respectively - to help Western audience to learn about the Russian views. Many of the listed documents, including the papers by Russian authors, are available in Internet as well as the U.S.- Russian official disarmament agreements. Besides that, you may find this site helpful for search of other sources of information on nuclear disarmament issues.
