It is possible that there will be discrepancies in the numbers of transferred arms as reported by exporting and importing States owing to differences in recorded dates of transfer and in what each country determines to constitute a reportable transfer.
The United States considers that its transfers of military equipment occur at the time ownership title for the equipment is transferred between the United States and another country. The 1997 submission therefore includes equipment whose title was transferred during the 1996 calendar year.
